The "Who's Gonna Tell Him" meme originated on Twitter in February 2020, when user @evanmountain tweeted a picture of a cartoon character, Whooper from the Pokémon franchise, next to a construction zone with a sign that read "Men Working."
The tweet was accompanied by the caption, "Who's gonna tell him," which humorously questioned who was going to inform Whooper that the signage was not meant to exclude women from the work site.
The meme quickly gained popularity and began to be used in various contexts to poke fun at people who are unaware of certain facts or have outdated beliefs.
